most programmers can't operate a soldering iron for a normal chip, let alone a
surface mount chip.
are you trying to provide something for a few hundred hobbiests? or are you
trying to produce something that will help the general public?
And if the FCC requires locked firmware, you won't be able to make a mini-pci
board, just the raw chips. Will you be able to sell enough to get the cost down
to a reasonable level?
