counters after interval reports

o ticket 305: add support for --skip-rx-copy w/tcp. Set recv flags to
MSG_TRUNC when the payload isn't needed by iperf
o ticket 157 (regression since 2.1.4): remove AM_CONDITIONAL for TUN & TAP.
