[NNagain] FCC BB Labels - Machine-Readable Format

While I’m at the IETF I had a few minutes and started working on some ideas on the machine-readable format of the labels (which is not required until later this year). This IMO calls out for a common format standard. Feel free to collaborate – for now on GitHub (or send me email) – via opening an issue or making a pull request.
