[Rpm] RPM test / checkNetworkQuality.sh script

I guess the big question is, how is rpm actually calculated.... 

By necessity it must be the reverse of a measured duration, the question is which duration exactly and whether that number is an idividual samle value or smoothed/averaged in some way...
