Presuming this might lead to a bid should this also seek
clarification on locations the work can be carried out at,
either due to coverage of test satellites, locations they are
willing to ship test ground stations to, or ESA organisational
requirements (they may want the money spend in the EU).

May be also worth asking what ground station equipment will
be required or made available. It says there are more docs
behind the login, do you have them?
