[Starlink] musk: 28ms median latency on starlink

The Dishy page (192.168.100.1) has been broken for a long time. The 
backend gRPC API underwent many changes, but they don't have anyone to 
support the web interface, so it's virtually abandoned.

Native Starlink speed test is running on the Starlink router, not the Dishy.
