The other day, I also observed significant variance in RPM readings (and upload/download rates) when my ISP link was experiencing 15-20% packet loss using 'ping 1.1.1.1'. (I didn't capture any usable data from that test. Sorry.)
I realize that it's not strictly the "job" of an RPM measurement tool to point out packet loss, but the name of the program is "network quality" ... Perhaps it could detect (high) packet loss and also output a statistic.
