Yes, thanks for the reference.
I knew that this had been done before.
From what I understand, the useable portion of the orbit is when the
satellite is at it's furthest from the earth. That's when it spends the most
amount of time, going the slowest.
But, I think I'm asking about the opposite: the target area would be when
it's lowest.
