frozen so all is settled and universal interoperability is ensured for
years.   A little bit like bridges are there for hundreds of years,
except some, of course.
 
I'm actually glad we aren't forcing our DOTs and cities to still build bridges as they were 100 years ago, never mind how they were 200 (or 300) years ago!  There are some old bridges still around, but they are certainly performing the duty (carrying the load) of our modern bridges!
