Dr. Nitinder Mohan from Delft University of Technology in Netherlands
provided a good presentation on Starlink's global performance during
RIPE90.
https://ripe90.ripe.net/wp-content/uploads/presentations/20-ripe-final_min.pdf
.

The presentation references Nitinder WWW 2024 paper: A Multifaceted Look at
Starlink Pierformance
(https://dl.acm.org/doi/10.1145/3589334.3645328). This paper won't IRTF
ANRP for 2025.
