"customer.isp.starlink.com." and traceroute confirms it exits at the
doha pop, e.g., from seattle (rtt is inflated due to mpls tunneling)

currently starlink backbone uses 149.19.108/23 and 206.224.64/19. for
backbone destinations, no mpls is used, nor rtt inflation, so per hop
rtt meaningful http://arxiv.org/pdf/2307.06863
