In this meeting David Mitlyng the CEO of  Xairos presents Free-Space  
Optical and Quantum Time Transfer. The abstract of the presentation and  
Dave's bio are given below.

Abstract: 
The limitations of GPS and other global navigation satellite systems (GNSS)  
are well known: weak one-way RF time transfer from signals over 20,000 km  
away are easy to jam and spoof, with limited accuracy. New optical and  
quantum time transfer methods offer much better accuracy, security, and  
resiliency, but have their own unique challenges to overcome. This  
presentation will provide an overview of the developments, challenges, and  
state-of-the-art of these systems. 

Bio:
David Mitlyng is the CEO of Xairos, a startup building a global timing  
service to expand beyond GPS.  David has three decades of experience in the  
space industry, including Hughes Space and Communications, Orbital, Maxar,  
and BridgeComm. David has a BS in Aeronautical Engineering from Cal Poly  
SLO, a MS in Aeronautics and Astronautics from Stanford University, and an  
MBA from the MIT Sloan School of Management.
