That would not surprise me much.

The frequencies are clearly being used, though, as we're seeing traffic 
from Starlink our Starlink dishy come in via vocusgroup (one of their 
backhaulers) to the Auckland Peering Exchange with RTTs that preclude 
the use of an overseas teleport.

Given that your local MP has a passing interest in Starlink, shall we ask?
