[Bloat] cake: pull request into tc-adv: tc displays number of active flows

Hi All,

I've just put in a pull request to 'tc-adv' - hopefully those with
suitable access can vet it/accept.  The ceropackages repo will need a
makefile update too if it gets accepted :-)
