[Bloat] arin and how to get an old /24 up contact?

I'd like to get an old legacy /24 (actually, /23) I have up and
running in the right databases, rpki'd and announced via bgp.

I'm totally unfamiliar with ripe and arins procedures for doing so.
It's been, oh, 2 decades.

Is there anyone out there that knows how to do this and can help out?
