[Bloat] Freenode IRC kerfuffle

I like the description of what the liberia.chat folk are doing; they
seem motivated.

So I'd like to create a #bufferbloat channel over there too. After I
remember how to use irc. Those of us with good nics
I guess should register there soon, like jg, esr, etc.
