[Bloat] [NNagain] massively less drafty FCC NOI response on raising the broadband standard speeds

c-suites do like pictures ;) Us automation types like histograms that 
can be fed into statistical tools.

I've attached a few and can clean them up a bit if it helps. The 20 
flows are to demonstrate that shifting any of the PDFs affects QoE per 
tail latencies of the worst flow.
