Seams like numpy is already installed:
pi at raspberrypi:~ $ sudo pip install numpy
Looking in indexes: https://pypi.org/simple, https://www.piwheels.org/simple
Requirement already satisfied: numpy in /usr/lib/python2.7/dist-packages
(1.16.2)
