[Cake] tp-link archer c7 & cake & mac80211 fq_codel

LEDE on the C7 isn't a problem.  Neither is sch_cake.  Unfortunately
AR71xx is on a 4.1 kernel.

In the very brief flirtation I had with 4.4 on the C7, it appeared to
work except for USB...at that point I backed out :-)
