[Cake] 1000s of users

If I get time, what I might try is:

one veth per user with cake bandwidth whatever
routing (no bpf) the ip address subset to each veth
10x1 oversubscription

bridging all those veths together into one interface and... just applying pie
or codel to that 'cause there are just too many flows to conceive of
fq-ing further here, and each veth has already applied a lot of
entropy. I DO have a 10gige device, so a variety of subscribers at
20,40,100mbit could be attempted to fit. Still, 1000 subscribers at
20mbit
