[Make-wifi-fast] Upstream Ath10k FQ_Codel Patch?

My Archer C7 v2 says Qualcomm Atheros QCA9880.

I checked using iperf3, and it says about 40 mbps.

I remember getting at least 70mbps.

I copied Toke's patch to a new build about a month ago, when I redid my
WiFi.  Maybe it broke some time ago.

I had been using up to date versions of that patch for months.
